When two vehicles meet at an intersection and both want to turn left, the standard rule in Germany is for each driver to turn in front of the other vehicle. This means each car passes in front of the oncoming vehicle, so both turn closely past each other at the center of the intersection. This method is efficient and safe, as long as there is no traffic sign, road marking, or other factor indicating a different procedure. There's no need for extra communication or to drive behind the other vehicle unless the traffic situation requires it for safety. This is the usual way left turns work in Germany at intersections.
